Neither emphysema nor reproductive disorders such as
sterility are among those diseases which have been
positively associated with exposure to Agent Orange. In
fact, non-cancerous respiratory disorders and
infertility/abnormal sperm parameters are conditions for
which the VA has specifically found no association with
exposure to herbicide agents. See 59 Fed.Reg. 341, 344-45
(Jan. 4, 1994). The veteran may, nonetheless, prevail in
his claims if he can present evidence showing an actual
causal connection between his herbicide exposure and his
development of emphysema and/or sterility. See Combee v.
Brown, 34 F.3d 1039 (Fed. Cir. 1994).
