The Agent Orange Payment program ended accepting applications December 31,1994 .I looked in my own file & found my application that was denied in 1992 (my condition didn't meet the criterea of eligability).
What I read in the application kit I received back in 1992 was , in order for the spouse or dependent children to be entitled to the any benefit of compensation the Veteran had to be deceased in order for the surviving souse or children to be eligable.
I have an address & a phone # that mite not even be in existance anymore, being that this Program shut down way back in 1994, I also have an address were I apealed my denial, but like I said they may be extinct .
Here is the address:

Now I don't know what kind of a certificate you have in your possesion, or what it would mean as far being entiteled to any compensation, but I would try to contact the program with the information I gave, if that fails , this is what I would do.
Call or better yet go to your Congressman's/Lady's Office with what ever documents you have, a copy of in this case Your Fathers DD-214 ( Seperation paper from Service ) That shows his dates of Service and were he was assigned to what Units military installations etc:,. They can direct you in the right direction
I also suggest that you contact GersonSmoger@compuserve.com This is a Law firm that has won an appeal to re-open litagation in The Second Circuit Court against the Chemical Manufacturerers that produced the chemicals in Agent Orange, but The Manfacturers have asked that this ruling be overturned this litigation has been ongoing since 1/24/02 and I still have not been informed of any decision, I have filled out an application on line with this Law Firm to be included in this lawsuit, if & when it comes to be , There is nothing to lose & alot to gain it doesn't cost you a dime the firm will get thier payment out of the Settlement award, if it happens so all this is on thier dime.
I hope this info is of help
